TSCF By-laws

TSCF is managed by a Board of Directors, the mission of which is to define and implement a long term policy in accordance with the fundamental aims of the Foundation. The members of the Board of Directors ensure the perenniality and the development of TSCF, and maintain it in the spirit that inspired its initial creation. Decisions are made by a simple majority, but in a collectivistic spirit they are preceded with all useful negotiations to reach a unanimous consensus.  

The Board of Directors chooses a President whose role is to propose the strategic and organizational axes of the development of TSCF. The President runs and leads the events set up by TSCF and represents the Foundation to the media and in all acts of civil life. The President of TSCF is currently Patrick G. Hunout, Ph.D., who founded TSCF in 2002. The other Directors are Omar C. Bourouh, University of Windsor, Canada, and Alfred Cheung-Ming Chan, Lingnan University Hong-Kong, China. 

The Presidium of The Social Capital Foundation is an Advisory Board that formulates all useful recommendations with consultative power. The Presidium debates of the options of social, political, economic and moral philosophy supported by TSCF, and of the strategy used by the Board of Directors to implement these options. It establishes contacts to extend the reputation and the radiance of TSCF. It also acts a scientific advisor of The International Scope® Review. Presidium members are chosen for their expertise for five years.
