The Social Capital Foundation (TSCF) is a non-profit organization based in Brussels. Created in 2002, it is non-governmental and fully independent.

TSCF pursues the promotion of social capital and social cohesion. "Social Capital" is a resource that can be used to revitalize social cohesion, and can be defined as a set of mental dispositions and attitudes favoring cooperative behaviors within society. In this sense, social capital is a semantic equivalent to the spirit of community.

TSCF's orientation emphasizes the necessary social dimension of the market economy, the pivotal role of the middle class in a democratic society, the strengthening of civic participation and social partnership, and the preservation of cultural identity for community integration.

A new understanding, by contributing to the dissolution of previous knowledge, can help renew ideals and thus clear the way for change. This is why the Foundation supports the development of approaches that may contribute to the formation of new policies.

It does this through socioeconomic research, publication, and events that illuminate innovative responses to the challenging transformations of today. TSCF sets up a bi-yearly international conference. Part of its mission is also to edit The International Scope® Review (TISR).

TISR is an international journal of excellent level that publishes essays and empirical works on the  economic, ethnic and interpersonal transformations occurring nowadays in the industrial countries. It is based on the tripartite model of societal change created by President Patrick Hunout.

Academic research produces its greatest value when it confronts the core problems of our society, and when it brings cutting-edge research tools to bear upon them. We strive to meet this dual challenge of academic rigor and policy relevance.
